His auto tags <span class=GramE>had been revoked</span> in February by the DMV for no insurance.<o:p></o:p></span></p> <p><span style='font-size:10.0pt;font-family:"Arial","sans-serif"; color:black'>In attempting to pass, the drunk driver struck the rear of their vehicle. It rolled a number of times, throwing both Carrie and her husband to the highway. He escaped serious injury. Carrie died three hours later.<o:p></o:p></span></p> <p><span style='font-size:10.0pt;font-family:"Arial","sans-serif"; color:black'>The 27-year-old soldier was found guilty of DUI and  Death by Motor Vehicle<span class=GramE> ,</span> a misdemeanor. In District Court, he was sentenced to 18 mos. (suspend fined and placed on 2 years probation<span class=GramE>. )</span> He violated his probation. He returned to Fort Bragg and in 1981 <span class=GramE>was caught</span> on Post speeding and DUI. He <span class=GramE>was tried by Federal Court and again placed on 2 years probation</span>. Prodded by Carrie s mother, after hearing of another violation, his probation was finally revoked for continued infractions - 4 years later - <span class=GramE>April,</span> 1983.<o:p></o:p></span></p> <p><span style='font-size:10.0pt;font-family:"Arial","sans-serif"; color:black'>At the time of her death, Carrie was the Office Manager for C.E.T.A. s Offender Aid Restoration. He <span class=GramE>was arrested</span> 2 miles from the scene, too drunk to be questioned.<o:p></o:p></span></i></p> <p><span style='font-size:10.0pt;font-family:"Arial","sans-serif"; color:black'>Jesse was taken to DePaul Hospital where he was pronounced  brain dead<span class=GramE> .</span> Due to his age, he <span class=GramE>was placed</span> on a life support system to determine if vital signs would return. Doctors worked nonstop with him 20 hours. There was no hope. All because of a drunk, repeat offender, he was gone.<o:p></o:p></span></p> <p><span style='font-size:10.0pt;font-family:"Arial","sans-serif"; color:black'>The driver <span class=GramE>was charged</span> with DUI. His B.A.C. measured .33. He <span class=GramE>was released</span>. The next day he <span class=GramE>was arrested</span> for manslaughter and a felony hit and run. He again was too drunk to <span class=GramE>be questioned</span>. He was released on $1,000 Bond. He drove 16 months prior to his conviction. He <span class=GramE>was sentenced</span> to 12 calendar months in Norfolk City Jail. He lost his license. This man had been a city bus driver for 10 years and had a history of drinking one fifth of vodka daily for 20 years. He <span class=GramE>was put</span> on a work release program.<o:p></o:p></span></p> <p><span style='font-size:10.0pt;font-family:"Arial","sans-serif"; color:black'>Jesse s stepfather was an alcoholic. Jesse had known little but alcohol related problems until his mother left with the children. He had 4-1/2 years to learn how wonderful life could be.
